Who We Are
CCARA is managed by Addiction Recovery Communities of California (ARCC), a committee of the California Consortium of Addiction Programs and Professionals (CCAPP). CCARA has its own free membership and provides organizations with monthly legislative updates, a statewide advocacy network, a monthly newsletter, and opportunities to influence policy and legislation in California.

CCARA's Mission
To create the nation’s first true “on‑demand” addiction treatment system by guaranteeing universal access to treatment when the individual presents a need, and by eliminating waiting lists where Californians die waiting for care.

Why CCARA Matters
California lacks a coherent plan for expanding access to addiction treatment. Many Californians die waiting for care, while others continue to struggle due to systemic gaps in capacity, workforce shortages, funding limitations, and stigma.
CCARA focuses policy and funding efforts to expand treatment capacity, strengthen the workforce, professionalize the addiction treatment field, reform payment systems, and ensure timely access to care. Our coalition works to create a more equitable, effective, and compassionate recovery system for all Californians.
