CCARA works closely with the California Consortium of Addiction Programs and Professionals (CCAPP) to monitor, support, and advance legislation that strengthens addiction treatment and recovery services across the state. Because CCARA is managed by ARCC, a committee of CCAPP, our advocacy priorities are closely aligned, ensuring a unified and powerful voice in Sacramento.

Our Partnership with CCAPP
CCARA’s legislative work is closely integrated with CCAPP’s statewide advocacy efforts. CCAPP leads California’s largest addiction treatment advocacy network, and CCARA amplifies this work by mobilizing recovery organizations, sharing updates, and supporting aligned policy priorities.
Bills We’re Watching
Each year, CCAPP identifies key legislation that impacts addiction treatment access, workforce development, reimbursement structures, and recovery support services. CCARA follows these same bills and encourages member organizations to stay informed and take action when needed.
Expanding Access to Treatment
We support legislation that increases physical capacity, reduces wait times, and ensures Californians can access treatment when they need it, not weeks or months later.
Strengthening the Workforce
CCARA advocates for policies that expand, train, and retain the addiction treatment workforce, including credentialing improvements and professional licensure pathways.
Reducing Stigma & Reforming Payment Systems
We support reforms that improve reimbursement, increase accountability, and reduce stigma across healthcare, justice, and social service systems.
